What is an Item Upgrader in Pokemon Go?

The item upgrader adds an additional widget at the top of both the Angel and Cash Upgrade Windows. This Manager is priced at 33 billion Angel Investors and offers no gameplay benefit aside from making it easier to see and purchase upgrades.
Increases the effectiveness of
With an item upgrader you can enjoy a number of bonuses. These can include stats as well as bonus bonuses. These bonuses can be incorporated into weapons or armor, as well trinkets. They can be used to improve a character's abilities or to give a new dimension of variety to their character.

Costs
Upgrades are accompanied by certain costs associated with them. The first is the cost of performing the upgrade. It can be costly and depends on the new ilvl of the item and the number perks it gains. Upgrades to higher levels (such as Explorer to Champion or Veteran to Heroic) can be expensive.
The other is the cost of materials needed for an upgrade. The items used for upgrades are usually either Power Dices (dropped by monsters 21and over) or Minerals and Erons (obtainable by completing certain Mists of Pandaria or Warlords of Draenor quests). The quantity of these items required can be seen in the inventory of an upgrade vendor.
It takes time to upgrade an item. It could take as long as 8 hours, depending on the size of the upgrade. The base stats of an upgraded item are calculated based on its new ilvl as well as other properties. This calculation determines the new Armor Class bonuses, damage dice, and other vital statistics. In certain cases upgrades can provide additional benefits. These perks are offered in a list.
Rarely, the benefits gained will cost more than one perk slot; in these situations, the upgrade will only replace the highest-cost perks. It is also possible to add a range of additional materials to the upgrade, thereby increasing its chances of success. They are displayed in a window that is above the + button. There are however limitations to this, and the maximum amount of material that can be added is displayed directly above the + button in the user interface.
A Blacksmith Blessing, or an upgraded version of it can be used to increase the chances of an upgrade being successful. This item is helpful when you own an item of equipment that is at the maximum level for its tier, or is close to it. It allows you to upgrade that piece of equipment to the next level without risking breaking.
If an upgrade fails the system will be restored to its initial state. This is often a downgrade, but could also be an upgrade. Save an upgrade until you reach the highest level for an item.
Kafra has a number of items that can be used to increase the likelihood of an upgrade succeeding. For instance upgrading an item of equipment with HD Oridecon or HD Elunium multiple times will provide you with a higher chance of success. The chance of success will be increased if you can increase the chance of getting a Double Mint by Shoe-Minting five times.
Failure Rate
The upgrader for an item allows the player to add an additional card slot to their equipment. These slots can be used to upgrade an item or apply an enchantment.
